LibreArp updated to v2.4

A minor version of the free-form arpeggiator plug-in, LibreArp has been released.

The new version adds a new Note bar for better octave visibility, smooth scrolling and zooming, and a couple of fixes.

The plug-in is free and open-source, available at librearp.gitlab.io/download
