H. G. Fortune has released ProtoPlasm, a pad & texture synth VSTi for Windows.

The full registered version also allows you to load a WAV instead of the internal waveforms at each oscillator (WAVs can be up to 24 Bit). The two voice free version is fully functional but does not support loading of wave-files.
