Sounds like an arp or sequencer with a changing time division. You can achieve this effect and quite a few others using Bleass Arpeggiator. Here's a video demoing it's capabilities and you'll see what I mean: https://www.youtube.com/watch?v=B7xyzIoCZF4&t=914s
