Need help solving CPU spike related to display adapter in WIN 10

Hey guys. Ill do my best to articulate this.
A while back I noticed that while in a session (w Reaper at the time) I had unusually high CPU usage. It seemed odd that it was not like that when I started the session. Using the CPU meter per plugin in Reaper I noticed some plugins but not all had increased by about 300 percent. Some plugins such as Waves became sluggish on the GUI response. One that really sticks out is Neural Amp Modeler. It went from 7% to 22%.
I cant seem to cause the issue. Some times I can go days. Some times twice a day. Switching back in forth between different daws makes it a bit more frequent.
I will spare the journey it took to come to the temporary fix.
I can correct the issue temporarily by the following:
(my Dell Dell latitude E6420 laptop has two graphics cards. A standard Intel and an additional Nvidia ) All things work best with Nvidia enabled and Intel disabled.
I go to the Device manager
select the Intel graphics adapter ( which is disabled )
Enable it......then disable it......then restart.... All is well again.
I have tried deleting the Intel driver but then Waves plugins dont work and others like TDR have unusual high cpu and are sluggish. So it has to be there just in a disabled state.
This reminds me of the IRQ conflicts back in the day with Win 98 that would cripple a session.

Do you use an external monitor? (the Intel should never be used for that)
Checked & double-checked no scaling is involved? (that costs lots of performance)
Have you saved up enough to replace this old written-off machine?

Kkkkkkl.....I was hoping to get another 10 years out of this thing.

This is not a constant thing. It just comes in all of a sudden. With or without doing any particular task.

Wow! That was a brain numbing read. I tried to follow. The registry emtries seem a bit scary.
I did download the msiV3 but it is an older machine...2013.
